Attorney Michael Zara authored an article in the spring
issue of the Santa Clara Journal of International Law that
proposes a radical reform of the current export control
system by giving the private sector responsibility for
determining which goods or technologies pose a threat to
national security. Government involvement would only be
needed when the private sector is unwilling to accept that
responsibility. The authors contend that their proposal, if
adopted, would make compliance with export controls
